One issue is the obligation to give prior notice for resignation. Considering the patient, the advance notice times were changed during the first year, for the benefit of the patient.
After working period of under 3 months, the worker will give a written notice of at least 7 days.
After period of 3-6 months, the employee shall give written notice of at least 14 days.
After period of 7 months to 1 year- at least 21 days.
After 1 year, there is no change, early notice of at least 30 days.
A second matter is limiting the number of resignations committed by the employee. Worker who repeats resigning too many times, will be invited for a hearing and might be deported from Israel. The limit was set to 3 resignations in period of 2 years.
And a third thing handles workers' tendency to progress to the Tel Aviv area where foreign communities are concentrated.
Thus defined three areas of Israel:
Zone 1 is a small area that includes Tel Aviv and some few other cities.
Zone 2 covers most of the country. Among other cities: Haifa, Jerusalem, Gedera.
Zone 3 is the periphery. Among others: Nahariya, Ashkelon, and more.
Foreign caregivers are allowed to start working in the ever-moving away from Tel Aviv, but are not permitted to travel in the opposite direction.
Therefore, an employer who needs a caregiver and lives in Tel Aviv, will not be able to get workers from zones 2 or 3 On the other hand, employers from the periphery could get workers from any area.

As of 18.07.2017, an employee who completed work due to the death of the employer or to a nursing home, after the above date, will be exempt from the limits of the areas and will be able to work in any area of the country
